The World Forum on Community Networking (WFCN) is an international NGO
created by the Canadian networks organizing the GlobalCN 2002 event.
Target groups
Montreal 2002 strives to represent the plurality, heterogeneity and richness
of community ICT initiatives. It will seek a balance, in terms of representation,
participation and floor time, among delegates from all continents. The
participants will be chosen as a function of their exemplary and innovative
practices in the use of ICTs. They will represent various geographical,
cultural, generational, gender or socioeconomic perspectives. The organization
will encourage attendance and defray costs for delegates who would be
otherwise unable to attend due to economic constraints.

28 and 29 October
A conference on the policy implications of the Social
and Human Capital in the Knowledge Society will be held in Brussels next
28 and 29 October. Participants include representatives of the European
Institutions, international organisations, EU Member States and accession
countries, social partners, NGOs, industry and research.
The conference will notably aim at striking a balance
between expectations and realities in the European knowledge society,
drawing the political consequences of the emerging trends for employment
and social policies.
On the basis of accession countries experience, the conference
programme will also focus on the knowledge society in an enlarged Europe,
fostering an interdisciplinary approach to social and human capital issues.

Description
From 11 to 13 November 2002 the European Commission will hold a major
conference to mark the launch of the EU's Sixth Framework Programme for
research, which will cover the period from 2002 to 2006.Based on the experience
of a similar event in February 1999 which attracted over 5 000 participants
the conference will be a major forum to present the objectives and priorities
of the Framework Programme and to explain rules for participation. At
the same time the conference is meant to create opportunities for scientific
debate and exchange of best practice beyond those subjects addressed in
the Framework Programme.
Registration On-line registration will be possible via the web site from
15 April.Fee: €180 (€60 for participants from countries having
applied for EU membership). The conference fee covers documents, meals
and coffee during the conference. It will be waived for the press, and
entrance to the exhibition will be free for teachers and students.

The Challenge for Social Science
6-7 December 2002 - Berlin
The Environmental Policy and Global
Change Section of the German Political Science Association (DVPW) invites
papers for the 2002 Berlin Conference on the Human Dimensions of Global
Environmental Change, to be held in Berlin on 6-7 December 2002. This
years discussions will address the theme Knowledge for the
Sustainability Transition: The Challenge for Social Science. The
2002 Berlin Conference has been endorsed by the Institutional Dimensions
of Global Environmental Change core project of the International Human
Dimensions Programme on Global Environmental Change (IHDP), and is organised
by the Global Governance Project of the Potsdam Institute for Climate
Impact Research (PIK) in co-operation with the Environmental Policy Research
Unit of the Free University of Berlin.
Plenary speakers include Rajendra Pachauri, chair of the Intergovernmental
Panel on Climate Change; Oran Young, chair of the IHDP Institutional Dimensions
of Global Environmental Change project; and John Schellnhuber, director
of PIK and research director of the Tyndall Centre for Climate Change
Research.

The conference is a part of the Global Knowledge Russia initiative, aiming
at involving Russia with its unique scientific, educational and cultural

Target groups
Who will participate? The Summit will bring together Heads of States,
representatives of government, parliament, international organizations,
local authorities, the private sector and civil society. A "Government
PLUS" Summit Without the active participation of civil society, local
authorities, and the private sector, an equitable Information Society
cannot exist. This means that a new form of dialogue must take place between
governments and the partners concerned: · community & citizens'
networks · professional associations · development and solidarity
associations · multi-stakeholder coalitions · academics
· trade unions · media To meet this challenge a new process
has been established to explore creative ways of interaction that will
allow everyone to provide input towards the decision-making process. In
this way, the Summit will act as a testing ground for future negotiations
at a global level as well as pave new ways of governance in the Information
Society. But much depends on the strong mobilization of all stakeholders
to come together and take part in the preparatory process leading up to
the Summit.
Description
The international community is organising a World Summit on the Information
Society. It will take place in two phases: in Geneva, December 2003, to
be followed up in Tunis two years later. The Information Society is at
the heart of the political, social, cultural and economic questions confronting
us in the beginning of the 21st century. The focus of the Information
Society Summit is not technology but the human being - we must keep in
mind that it is not enough to be connected to resolve the fundamental
problems that exist in the world. What values do we embrace to ensure
that the Information Society becomes a vehicle for democracy, justice,
equality, the respect for individuals and peoples, their personal and
social development? What is the role of communication in shaping the future
of the society we want to build? Information travels at an increasingly
faster rate. How does it affect people of different cultures and stages
of development? How do we respect each other's differences while building
a responsible society? How do we give each culture the space and visibility
necessary to participate in a dynamic that is revolutionising society?
How do we give each individual the tools of information and communication
necessary to his prosperity and creative potential? These are among the
questions facing the international community.

groups and consultations. However, individual registration does not allow
